The most frightening is European trade deals threaten to amend this statute to have it revoke any public banking option by treaty. It seems the word "may" is at the heart of this discussion.
As usual legalese used by the drafters of this statute enjoy complete anonymity as far as I can tell. Politicians have no idea of the contents or the language these anonymous lawyers use to craft these statutes.
